Utah Road Usage Charge Program

| |

Utah Is a National Leader in Transportation Funding Innovation

As electric vehicle (EV) adoption grows and vehicles become more fuel‑efficient, Utah collects less revenue from the fuel taxes that fund the state’s transportation system. This rapid growth accelerates the shift away from fuel tax contributions, making it harder to maintain and preserve the roads that help Utahns travel safely and reliably.

To address declining fuel tax revenue, Utah is leading the way in road usage charging, a transportation funding approach that replaces fuel taxes with mileage-based user fees.

The Utah Road Usage Charge Program is available to EV owners and enrollment is voluntary. People who drive fewer miles can save money by paying 1.25 cents per mile instead of paying the $180 alternative fuel vehicle fee each year. You'll never pay more by joining the Utah Road Usage Charge Program, but you may pay less.

The Utah Road Usage Charge Program offers two mileage reporting options: telematics and odometer photo. With telematics, the vehicle automatically records and reports mileage data. With odometer photo, customers take a picture of their odometer every three months using a mobile device. Neither option involves sharing location data.

Recent Updates to the Program

As directed by recent state legislation, on January 1, 2027, the per-mile rate will increase to 1.5 cents and the annual cap (the maximum amount paid per year) will increase to $280, consistent with the increase to the alternative fuel vehicle fee. In addition, commercial EVs over 6,000 pounds will be eligible for the program at the same per-mile rate with a $500 annual cap.
